Trump administration in 'direct contact with Venezuelan military and urging defections', says White House official

Donald Trump’s administration is holding direct talks with members of the Venezuelan military and urging them to abandon president Nicolas Maduro, according to a new report.

Two weeks after opposition politician Juan Guaido declared himself Venezuela’s president and a succession of countries, including the US, recognised him as its “legitimate” leader, a White House official said it was speaking with members of the armed forces and hoping for more defections. The official also said Mr Trump was preparing new sanctions against Mr Maduro’s government.

“We believe these to be those first couple pebbles before we start really seeing bigger rocks rolling down the hill,” the unidentified official told Reuters.

URGING DEFECTIONS, TRUMP ADMINISTRATION REPORTEDLY HOLDING SECRET TALKS WITH VENEZUELAN MILITARY

In an effort to encourage defections from Venezuela's elected President Nicolas Maduro, the Trump administration is reportedly holding secret talks with members of the Venezuelan military as top U.S. cabinet officials continue to issue aggressive threats and push for regime change.

According to Reuters, which cited an anonymous senior White House official, the U.S. "is holding direct communications with members of Venezuela's military urging them to abandon President Nicolas Maduro and is also preparing new sanctions aimed at increasing pressure on him."

"The Trump administration expects further military defections from Maduro's side," Reuters reported, "despite only a few senior officers having done so since opposition leader Juan Guaido declared himself interim president last month, earning the recognition of the United States and dozens of other countries."

Webmaster's Commentary: 

This is one of the most blatant, in-your-face attempts at regime change I think I have ever witnessed this life time.

And trust me, this is not "for the good of Venezuelan people"; it is for massive control of one of the most huge stores of oil on the planet, including more oil just discovered in the Orinoco Basin of Venezuela.

I feel very sorry for the Venezuelan people, for what they have suffered, under American sanctions, and will suffer, as the increasing instability in their country becomes "the new normal."

There have been some conflicting accounts as to how many special Russian troops have been sent to Venezuela; some may be Spetsnaz troops, and others from an independent, Russian mercenary group, like The Wagner Group; but it is very certain that Russia's investment will not be lost without a fight.

This could well set the stage for a "proxy war" over Venezuela's oil holdings, between the US and Russia, and I am seriously hoping that will not happen. But everything I am seeing seems poised to go in that direction.

U.S. Offers Sanctions Relief For Army Officers Who Flip On Maduro: Will It Work?

A new report in Bloomberg has documented a slow and steady erosion of Venezuela's armed forces since 2014, but which is a question that gained new impetus since calls at the end of last week by national security advisor John Bolton for military members to defect en masse amidst increasing unrest surrounding large anti-Maduro protests.

Bolton addressed a message last Saturday "to the Venezuelan military high command" which urged, "now is the time to stand on the side of the Venezuelan people. It is your right and responsibility to defend the constitution and democracy for Venezuela!" And on Wednesday afternoon he tweeted a similar appeal, but this time promising sanctions immunity/relief for any senior military officer who defects from Maduro, followed by a threat for those who don't:

‘I Am Just Another Soldier’: Maduro Trains to Fight U.S. Troops in Venezuela

Venezuelan dictator Nicolás Maduro once again posted videos of himself Wednesday appearing to train with his armed forces to prepare for an allegedly incoming U.S. invasion, this time participating in what appear to be cardiovascular exercises and training with the national air force.

Maduro has managed to retain control of much of the military since the nation’s legislature, the National Assembly, deposed him and replaced him with current President Juan Guaidó, as mandated by the Venezuelan constitution. The Air Force, however, has been among the least loyal. Last week, one of the highest ranking soldiers to defect to Guaidó, Air Force General Francisco Esteban Yánez Rodríguez posted a video on social media claiming “90 percent of the Bolivarian National Armed Forces are not with the dictator” and urging more to defect.

Maduro’s visit to air force training appears to be an attempt to dispel the perception of abandonment that Yánez’s video created.

Russian officials are growing concerned Venezuelan dictator Nicolás Maduro will not be able to keep power as the international community recognizes the legitimacy of President Juan Guaidó, the Moscow Times reported Wednesday.

According to Kremlin sources who spoke with the newspaper, Russia has not yet withdrawn its support for the Maduro regime, but now “increasingly recognizes that the disastrous state of Venezuela’s economy is inexorably draining what remains of his public support.”

IS THIS THE POINT OF NO RETURN FOR MADURO?

Things have certainly moved into a higher gear in Venezuela, with a genuine diarchy vying for control over the country’s resources and populace. The alleged smuggling of gold reserves, politicized humanitarian aid, rampant disinformation against the background of all-encompassing poverty and deprivation – Venezuela of 2019 bears an uncanny likeness to any stereotypical conflict-ridden Latin American country of the 20th century.

The US sanctions announced January 28 have driven a wedge between PDVSA and the United States, creating a point of no return for President Maduro. There is still no 100 percent certainty that Maduro will be ousted and if he manages to stay (through which, given his political skills and occasional antics, would be tantamount to a miracle), Venezuela could rethink its oil strategy on a grand scale. Let’s, however, look at the developments in Venezuela piece by piece before we jump into any conclusions.

Did Venezuela’s President Really ‘Steal’ the 2018 Election from an Unknown Who Didn’t Run?

A Reuters news article on 1 February said that the US, Canada and several Latin American governments claim Venezuelan president Nicolás Maduro “stole his second-term election” in May 2018. They have therefore recognized an opposition legislator – Juan Guaidó – as Venezuela’s interim president.

Wait a second. Do they say Maduro “stole” the election from Guaidó?
That wouldn’t make sense. Because Guaidó didn’t even run in the 2018 presidential election.

Henri Falcón was the opposition politician who finished a very distant second in that election, over four million votes (47%) behind Maduro. Nobody has shown or even attempted to show that any votes, never mind millions of votes, were stolen from Falcón. In Venezuela’s electoral system, a very small amount of ballot stuffing is detectable in any contested election. That’s why, in 2012, Jimmy Carter said the electoral system was the best in the world.

VENEZUELA - U.S. AID GAMBIT FAILS - WAR PLANS LACK SUPPORT

The opposition in Venezuela will probably use access to that 'frozen' money to buy weapons and to create an army of mercenaries to fight a 'civil' war against the government and its followers. Like in Syria U.S. special forces or some CIA 'contractors' will be eager to help. The supply line for such a war would most likely run through Colombia. If, like 2011 in Syria, a war on the ground is planned it will likely begin in the cities near that border.

The U.S. is using the pretext of 'delivering humanitarian aid' from Columbia to Venezuela to undermine the government and to establish a supply line for further operations. It is another attempt to pull the military onto the coup plotter's side:

[I]f the trucks do get across, the opposition can present itself as an answer to Venezuela’s chronic suffering, while Mr. Maduro will appear to have lost control of the country’s borders. That could accelerate defections from the ruling party and the military.

Venezuela‘s military have barricaded a bridge at a key border crossing with Colombia in a challenge to a US-backed effort by the opposition to bring humanitarian aid into the beleaguered nation.

Nicolas Maduro‘s regime blocked the Tienditas International Bridge with a giant orange tanker, two large blue containers and makeshift fencing.

Armed soldiers stood guard at the customs building, with instructions to turn back any attempt to cross the border.

Well, we were wrong about ISIS at least.

Forgive me, but has Pompeo had any physical, or mental, impairment, which could cause him to make a statement like this?!? White house, what the hell is this guy trying to do?!?

I hope to God (and I am NOT kidding on this) that the White House did overnights on this, found it pulled horrifically for the Administration, and thought the better of this.

Unfortunately, just because a strategy would be the most him-fistedly, pig-headedly stupid thing an Administration could do, is no guarantee it will not do it.

The Failure of Guaido’s Constitutional Claim to the Presidency of Venezuela

The opening paragraph envisions six scenarios whereby a President might no longer serve. The next paragraph sets out protocols to be followed should a President-elect become unavailable to serve pre-inauguration. The third paragraph contemplates presidential vacancies during the first four years of office. The last paragraph deals with presidential vacancies in the final two years of office.

Of the six scenarios envisioned (death, resignation etc.) Guaido relies on “abandonment of his position.” This clearly never happened. Maduro isn’t gone. He’s still there. “Abandonment” conjures images of a President fleeing on a plane freighted with bullion. Maduro, however, currently occupies presidential offices and residences. There has been no abandonment.

One very painful example of how financial houses destabilize emerging countries, is by not letting them repatriate their gold, as happened with the Bank of England, and Venezuela last November:

Those 14 tons of gold could have done much in terms of relaxing Venezuela's financial crisis.

IRONY: Montenegro is seeking free elections in Venezuela, but it has never had it itself

Montenegro supported a joint statement by European partners that expressed support to National Assembly President Huang Guaidu, in accordance with the Constitution, in the capacity of the provisional president, to ensure the holding of free elections.

Srdjan Darmanovic, the Minister of Foreign Affairs of Montenegro, instead of dealing with the worst political crisis in the country, decided to spread "democracy" in Venezuela, writes the Podgorica IN4S portal.

According to the Ministry of Foreign Affairs, Montenegro has "supported the position of the European Union in which it condemns the deepening of the Venezuelan crisis that resulted in massive human rights violations and violence."

Donald Trump has expressed full support for the Venezuelan opposition to oust President Nicolas Maduro from power, just as the country’s authorities announced they’d seized a cache of weapons, allegedly delivered from the US.
The US-made weapons were discovered at the storage yard of Arturo Michelena International Airport in the Venezuelan city of Valencia, the Interior Ministry said Tuesday. The stash included at least 19 rifles and 118 magazines, high-caliber ammunition, as well as 90 radios and six mobile phones – and was likely sent from Miami, Florida on Sunday, authorities believe. An investigation to determine the intended recipient of the shipment has been launched.

Juan Guaido will open up Venezuelan oil to foreign companies, his US envoy says

An envoy to the US for Venezuelan opposition leader Juan Guaidó has said the country’s oil reserves would be opened to foreign investors, bolstering suspicions that Washington’s support of Guaidó is oil-dependent.

Guaidó’s representative in Washington, Carlos Vecchio, told Bloomberg that the opposition leader wanted to increase oil production and scrap current requirements that state-owned oil giant PDVSA must keep a controlling stake in joint ventures. Currently, PDVSA must maintain a 51 percent stake in joint projects.

US President Donald Trump threw his support behind Guaidó in January and called on “illegitimate” Maduro to step down after the opposition leader declared himself interim president.

Guaido is not independent, no use talking to him – Russian Foreign Ministry

Venezuela’s self-proclaimed interim president, Juan Guaido, coordinates his every step with a foreign country and Moscow sees no point in communicating with a dependent figure, the Russian Foreign Ministry said.

When Guaido declared himself the interim president of Venezuela in late January, Moscow slammed the actions of the speaker of the opposition-dominated National Assembly as “an attempt to usurp power.” It insisted that no one but democratically-elected president Nicolas Maduro could be the legitimate leader of the country.

Caracas will do everything possible to minimize effects of US sanctions against Venezuelan energy giant PDVSA on the global oil market, the technical adviser for the state-run firm, Ronny Romero, said.

“Yes, we are facing new illegal sanctions from the US. We were exporting about 500,000 bpd to the US. PDVSA will redirect exports to other customers in Europe and Asia,” he told Sputnik.

Romero, who is Venezuela’s National Representative to OPEC, explained that European and Asian customers should not be afraid to buy oil from the country because Washington’s sanctions apply only to US entities.

BEX? Venezuelan Opposition Lawmaker Claims Parliament Under Threat of Armed Takeover

Venezuelan opposition lawmaker Henry Ramos Allup said on Wednesday that the country’s parliament, the opposition-led National Assembly, was under threat of an armed takeover by Venezuelan’s government forces.

"God forbid, they [the Venezuelan government] will not give an order this evening for a military seizure of the palace of Parliament… We are ready and self-collected," Ramos Allup wrote on Twitter.

The lawmaker claimed that in the past the Venezuelan armed forces had repeatedly invaded the territory of the legislative authority, "shooting and even seriously injuring several deputies."

Venezuela seizes ‘US weapons shipment’ as Trump vows to support ‘noble quest for freedom’

Donald Trump has expressed full support for the Venezuelan opposition to oust President Nicolas Maduro from power, just as the country’s authorities announced they’d seized a cache of weapons, allegedly delivered from the US.

The US-made weapons were discovered at the storage yard of Arturo Michelena International Airport in the Venezuelan city of Valencia, the Interior Ministry said Tuesday. The stash included at least 19 rifles and 118 magazines, high-caliber ammunition, as well as 90 radios and six mobile phones – and was likely sent from Miami, Florida on Sunday, authorities believe. An investigation to determine the intended recipient of the shipment has been launched.

Caribbean Nations Determined To Have A Say On Venezuela

On February 7, a delegation from the Caribbean Community (CARICOM), will be present at a meeting in Montevideo, Uruguay to discuss the situation in Venezuela. Jointly organised by Uruguay and Mexico, the meeting will be attended by “more than 10 countries and organisations,” and bring together parties who have taken a neutral stance regarding Venezuela—a cohort that has been sidelined as international mainstream media coverage of the Venezuela crisis focuses on those who have recognised Juan Guaidó as interim president, plus the handful—Russia, China, Turkey, Iran—who adamantly support Nicolás Maduro’s claim to the presidency.

With members of the EU and other Latin American states in attendance, tiny CARICOM will probably need to fight to be heard in Montevideo. But what happens in Venezuela is of extreme geopolitical importance to the Caribbean region...

Maduro Asks International Community to End US’s Threats of War

Venezuela will not allow foreign soldiers to invade, President Nicolas Maduro said calling for dialogue with opposition forces during a televised speech Monday.

“Che, Fidel, Chavez, they are our heritage, they give us strength,” the Bolivarian head of state said, reminding the crowd of supporters of the country’s past struggle for independence dating back to the colonial era to present day.

Since the attempted coup on Jan. 23 led by opposition lawmaker Juan Guaido, the United States has aligned its forces with the self-proclaimed “interim president,” declaring his unconstitutional claim legitimate, triggering similar calls from its allies around the world and in South America.

Maduro said,

“When our Comandante Chavez passed away, I became president, but my first act was to hold elections. I wasn’t going to govern without elections…why has Sanchez Castejon governed for so long in Spain without convening elections?

As of late last month, Russia has already sent 400 of their elite Special Forces, the Spetsnaz, now embedded with Venezuela's military elite.

IF the US government goes for a decap strike against Caracas, they will not be greeted "with roses at their feet." The Venezuelans are a very proud people, with an incredible sense of both their history and their heritage.

Any invasion of this country by outside entities, will most likely result in a massive guerilla war by the Venezuelans against those forces, and they will most likely win, through time, and attrition.

But the really frustrating part of this, which apparently our troops and civilian leadership never got, from VietNam forward, is that you need to be on the moral, right side of history to win; that has not been the case in US military misadventures in Iraq; Somalia; Yemen; Syria; or Afghanistan.

We will NOT be on the right and moral side of history if the US invades Venezuela.

Lima Group Agrees to Ban Venezuelan Officials from Entering Members' Territory

The Lima Group has agreed to prevent high-level Venezuelan officials from entering territory of group members.

The group will also suspend military cooperation with the Venezuelan government and said in a declaration that it will evaluate restricting loans to the Venezuelan government at organizations of which Lima Group countries are members.

"We agree on the following measures…in accordance with respective national legislations, prevent high-level Venezuelan officials from entering the territory of Lima Group members," the declaration said on Monday.

"Suspend military cooperation with the Maduro regime, including the transfer of armaments in light of articles 6 and 7 of the UN Arms Trade Treaty, and assess the granting of over-flight permits for Venezuelan military aircraft in cases of humanitarian assistance," the declaration said listing measures the group agreed on.

Putin taunts Trump: 400 Russian military contractors sent to Venezuela in support of Maduro

Russia has repeatedly opposed U.S. suggestions of foreign intervention to install opposition leader Juan Guaido as Venezuela’s interim president, and supported Mr. Maduro’s calls for mediation on the crisis.

The arrival of 400 Russian military contractors after Mr. Trump’s Jan. 23 recognition of Mr. Guaido, the head of the National Assembly, triggered speculation that Moscow was reinforcing Mr. Maduro’s personal security or even preparing his evacuation.

But with Mr. Maduro defying calls to step down, the Russian mission may be more extensive than reported, said John Marulanda, a U.S.-trained intelligence officer and adviser to conservative Colombian President Ivan Duque, an opponent of Mr. Maduro. Mr. Marulanda said the recent Russian arrivals are special forces — Spetsnaz — who are being embedded among Venezuela’s elite military units to better resist any U.S. intervention or internal coup against Mr. Maduro.

These Spetsnaz are the best of the best soldiers Russia has to offer; think of them as Russia's Special Forces on steroids, both physically, and intellectually.

I would like to hope (and pray) that the US government's response here will not be an attempted military solution to cause Maduro's downfall; if so, the US may well be looking at another Viet Nam with which to deal.

I want to see the people of Venezuela create their own destiny, and not have that imposed upon them, by an outside National entity which wants to replace Maduro with a US-centric government; expropriate resources to which it has no moral right; and insure that those resources are sold to US-centric countries only in US dollars.

Twitter Erupts After 2,000 Pro-Venezuelan Accounts Are Deleted

Nearly 2,000 pro-Venezuelan Twitter accounts have been removed for “engaging in a state-backed influence campaign,” the social media company said in a blog post on Thursday.

This Russian Oil Giant Is Driving Putin Toward Showdown With Trump In Venezuela

in 2017 Caracas awarded licenses to Russian oil giant Rosneft for the development of two offshore gas fields, via Reuters.

In total Caracas owes Rosneft $3 billion, according to Gabuev, which could lead to "a new sort of proxy conflict in America’s backyard," which is at once economic, political, and could increasingly turn to proxy military intervention. Indeed the Kremlin has already accused the US of "meddling" in the affairs of a sovereign country in order to foster a "slow motion coup".

"Any solution to the internal political crisis in Venezuela is possible only by Venezuelans themselves," Kremlin spokesman Dmitry Peskov said on Monday. "Imposing any solutions or efforts aimed at legitimizing the attempt of usurping power is, in our view, just direct and indirect meddling in Venezuela’s internal affairs," Peskov said.

This is beginning to look more ominous by the moment; Putin and Rosneft are going do everything within their power - short of a proxy war, if possible - to protect their interests, and the return of the money loaned.

But looking at this huge number, my sense is that if "soft diplomacy" will not work against Trump, the Russians may well believe that a war may well be their only option.

Venezuela Confirms Coltan Deposits, $100 Billion in Gold Reserves

The Venezuelan government has confirmed the existence of “significant” coltan deposits south of the Orinoco River, as well as proven gold reserves valued at $100 billion.

Basic Industries and Mining Minister Rodolfo Sanz told a press conference that only seven countries in the world have reserves of coltan – a valuable black mineral that combines niobite and tantalite and is used in cell phones and computer chips – in sufficient quantities for export.

Sanz said that “strategic mineral,” also known as “blue gold,” is an irreplaceable material in products such as cellular phones and electromagnetic instruments for aviation and other hi-tech industries.

“Without coltan, there are no cell phones,” the minister said in illustrating the importance of that mineral.

A senior US official told Reuters on Thursday that Washington believes other countries will ultimately see that it is in their interests to recognize Venezuela's self-proclaimed interim President Juan Guaido and his government.

Venezuelan President Ni?olas Maduro has called for early elections to the National Assembly – a legislative body dominated by the opposition and led by Juan Guaido who declared himself interim leader last week.

Time Is Running Out To Oust Maduro

The most welcome news for Venezuelan President Nicolas Maduro in the past month came from Russian President Vladimir Putin in December. Maduro and Putin reaffirmed the relationship between the two countries with more than just words.

More than $5 billion in new oil exploration and production deals were signed when the two met in December which will assist Venezuela in establishing its ambitious (or foolhardy) plan to only sell its oil in its oil-backed cryptocurrency, the Petro.

Maduro has insisted that the Venezuelan state oil company PVDSA will only accept Petro for its oil starting this year. By all accounts the Petro looks like a scam and until he can make good on promises to his benefactors, Russia and China, there is no way they will use it.

But, in theory, the Petro is a fine idea. Is it one that Maduro can pull off? It’s a good question. I doubt it.

Top Venezuela General Defects, Calls Guaido Head-of-State And Urges Military To Follow

For the first time since the recent crisis triggered by embattled Venezuelan President Nicolas Maduro's reelection to a second six-year term began which a dozen countries led by the United States condemned as "illegitimate", a high ranking general in the country's armed forces has defected while declaring loyalty to opposition leader Juan Guaido as interim head-of-state.

Air Force General Francisco Yanez, identified by Reuters as part of the air force's high command, published a short video via Twitter on Saturday wherein he called on Venezuela's armed forces to follow his lead in recognizing Guaido. Notably Gen. Yanez is identified on public state military information web pages as the air force's head of strategic planning, making him the highest military official to break from the Maduro regime in months.

The Coming US-China Proxy War In Venezuela

China won't give up on embattled Venezuelan president Nicolas Maduro anytime soon even as the US-led international noose of "delegitimizing" hangs around the socialist strongman, according to government statements released on Friday. Beijing reaffirmed it maintains “normal state-to-state relations” and cooperation between the two sides “shouldn’t be undermined no matter how the situation evolves,” according to press briefing by the Chinese Foreign Ministry. Venezuelan opposition targeted by internet censors

Opposition leader Juan Guaido’s calls for Venezuelans to abandon Nicolas Maduro’s government are booming across the world outside, but the self-declared interim president is having a harder time delivering his message at home.

Watchdog groups in Venezuela and abroad say Guaido’s efforts to reach citizens via the internet have been hindered by the dominant provider — state-run CANTV — in a country where critical newspapers and broadcast media already have been muzzled.

Since Jan. 23, when Guaido proclaimed himself interim president and when protests against Maduro’s rule broke out, CANTV has blocked access to social media sites at least four times, according to the monitoring groups.

Those disruptions have coincided with politically significant events, including a rally attended by thousands of people last week and a Jan. 27 night speech that Guaido livestreamed on Periscope to call for a new round of protests and urge members of the military to defect.

Venezuelans stay ready to repel a military assault whenever it comes, Vice President Delcy Rodriguez has said. She was firing back at US President Donald Trump’s remark that a military invasion is “an option” in Venezuela.

Speaking to the Russian media on Sunday, Rodriguez said Venezuela considers Trump’s remark “unacceptable”. If an attack is mounted on the country’s sovereignty, its army and people are fully prepared to retaliate, she stressed, calling the matter of the nation’s independence non-negotiable.

“The sovereignty is not discussed, it is defended,” she stressed.

Rodriquez added that the people of Venezuela “will be on standby” to defend the country’s borders and won’t allow any foreign interference, “regardless of where it comes from.”

Italy vetoed EU recognition of Venezuelan opposition leader Guaido

Rome has effectively derailed an EU statement meant to recognize Juan Guaido as Venezuela’s interim leader if President Nicolas Maduro fails to set up snap elections, a Five Star Movement source confirmed to RT.
Italy announced the veto at an informal meeting of EU foreign ministers that started on January 31 in Romania, the source said. The statement, which was supposed to be delivered by EU foreign affairs chief Federica Mogherini recognized Guaido as interim president if snap elections were not held.
